The Outlighter can't be killed by normal means, you have to activate the stations by using the appropriate tool on the pedestal of the station. They hit for massive damage, so try to avoid them by hiding behind the stations. When you approach them, a mini-boss called Outlighter will spawn on a platform and start throwing fireballs at you.
